You have to press the "beg" button to cross Route 139. This intersection should be changed to "pedestrian recall", where the pedestrian phase comes up every cycle.
There's a yellow Accessible Pedestrian Signal (APS) on each corner. Press the button and listen for "Wait".
If you don't get an audible confirmation for the button press, the APS is defective.
