No, I am now being charged monthly for this.

I am being charged double what my neighbors pay, I generate a fraction of the trash. If you're not going to provide the single service I'm paying twice for I'll deliver my recycling to City Hall and you can collect it from there.

The can was in your fence and already empty when the truck came bake at 945 this morning after you claimed it wasn’t done at 8:03 this morning
