Municipal code states they have 8 hours following the end of snowfall to clear the sidewalk. This was three days later when reported, and four days to when you saw conditions abated. This should at the very least be a warning to the property owner as it’s unfair to pedestrians.

@Joe yes you are correct they are required to clear a path 48 inches or better no later than 8 hours after snow fall. However, nothing was giving to the owner due to there being no cause when inspected. Yes, you posted a photo, yet there is no date and time stamp on your photo to determine when it was taken. When I arrived to the property there was no cause to take action.
Thank you for the explanation Marcus. I guess the best approach would be to speak to the homeowner (if possible) or report it more promptly as the photo timestamp is not preserved when uploaded here.
