I am showing this as private property on the tax map. I will research further. I do see the signage that makes it look like a municipal lot, so i am very confused. Tax map is listing it as belonging to the condominium association next to it. My tax info is out dated (2015), but I have no idea why the City would have bought the lot.
A dumpster only needs a permit if it is in the public right of way.

Althea - Roofers were doing work on the house on 3rd Street and decided to place an illegal dumpster in the 2nd Street municipal lot.
The roofers also left debris -Division of Sanitation Dispatch commented on Litter Dumping by Business Contractor (#16459814) within The Village - in the lot that had to be picked up by DPW.
Everyone who has parking permits for the lot had to park in the street (well into the evening) and was subject to possible parking tickets for street parking.
This contractor should be issued a summons.
