From Congress down to 2nd St on Patterson Plank Rd there is plant debris that is invading the road, smacking cars and inhibiting bicyclists. Currently there is a branch in the middle of the road. https://www.youtube.com/watch?v=7v3b5zGubi4

Even tho it is a County Road, The HCRD will not take care of it. They claim to only do "curb-to-curb". They say it is Jersey City's responsibility. Please take care of it. Thank you!
