The lights are not PSE&G. They are either NJDOT or PANYNJ. Followed up with NJDOT and waiting on a email.

According to NJDOT, the lights in questions are maintained by PANYNJ. Can you confirm if the lights are still out?

one of the lights in the picture is working but the double hit light is being investigated by the Turnpike Authority if its theirs.
