Sharraxaadda

I found out very recently, that pilots point is constructing a condo complex right next to where I live, thing is what I didn't know was part of the area, bieng a marsh/ swamp was removed, I thought thoses were under state law and couldn't be removed and touched by this, for the environmental protection laws, can anybody fill me in on how this happened???
