J. Wasn't sure if this should fall under litter/trash or what, but these bikes have been locked to the fencing by the bench along the courthouse/admin building for months, maybe even a full year. With all the law enforcement that parks on the street here, and it being a busy county building , I'd think the bikes would have been removed already.
